The Town of Kindersley’s zoning bylaw has gone through several changes over recent months. Council has recently addressed a trio of zoning bylaw amendments.

Three zoning amendment bylaws were before council at a meeting on Nov. 26, but two of the amendment bylaws had been through the council chamber on several occasions. One of the bylaws was being given a final reading for the first time.

Bylaw 13-18, a bylaw to amend Bylaw 04-14 known as the Zoning Bylaw, was given its final readings at the meeting to adopt a pair of zoning amendments. Council held a public hearing to invite comments and feedback from the public as is required, but no concerns were presented verbally or in writing with respect to the bylaw.

One amendment was made to a subsection regarding the minimum distance an accessory building is to be located behind the rear line of a principal dwelling in residential districts. The subsection allows for exemptions to the minimum distance of one metre.

“It just allows us to have greater flexibility within the bylaw,” said Kim Vogel, the town’s director of transportation and environmental services, noting the amendment will give more flexibility to developers and builders.

The other amendment in Bylaw 13-18 was made to a subsection regarding a reduction to the minimum roadway width for parking areas, private garages or vehicular access to units or sites outlined by the Zoning Bylaw. Council heard the minimum roadway width was being reduced from nine metres to six metres.

Bylaws 09-18 and 11-18, the other amendment bylaws before council, were given their final readings at meetings earlier in the year, but council passed resolutions on Nov. 13 to rescind the motions for the final readings. The motions were rescinded to make a change to the wording.

Vogel confirmed that changes had been made to the wording contained in the amendment bylaws, so the zoning amendments would take effect after council gave the final readings to both of the newly reworded bylaws.

She told council that Bylaw 09-18 rezones the southern portion of a land parcel located east of the Walmart Store from (C3) commercial district to (R3) residential district. The north portion would remain (C3) commercial district, Vogel noted.

The town has land designated for Future Urban Development (FUD), and FUD has yet to be changed to a zoning district. Bylaw 11-18 rezones a parcel of FUD land located west of Golf View Mobile Acres to (R4) residential district. The change will allow for a future subdivision.
